IWRC offers training and resources for companies required to submit the Minor Source Emissions Inventory

CEDAR FALLS, Iowa - Businesses classified by the Iowa Department of Natural Resources (DNR) as minor sources in counties throughout the eastern portion of the state may be required to submit the Minor Source Emissions Inventory (MSEI) by May 15, 2025. Counties in Eastern Iowa include: Allamakee, Benton, Black Hawk, Bremer, Buchanan, Chickasaw, Clayton, Delaware, Dubuque, Fayette, Howard, Jackson, Jones, Linn, Winneshiek, Cedar, Clinton, Davis, Des Moines, Henry, Iowa, Jefferson, Johnson, Keokuk, Lee, Louisa, Muscatine, Scott, Van Buren, Wapello, Washington. If your facility is subject, you should have received notification from the DNR. 

To assist with completing the inventories, the Iowa Air Emissions Assistance Program (IAEAP), funded by the DNR Air Quality Bureau, at the Iowa Waste Reduction Center (IWRC) has provided resources and calculators since 2010 via msei.iwrc.uni.edu. 

The website has been updated for the 2024 reporting year requirements and the IAEAP will be offering one-on-one training and assistance to businesses with less than 100 employees. Small businesses can request free training or assistance which allows them to meet one-on-one with an IAEAP specialist. Specialists will be able to answer any questions, review calculations, discuss the additional tools and resources available, and provide guidance for data entry using the State and Local Emissions Inventory System (SLEIS).

To request one-on-one training or assistance, please visit the MSEI website at msei.iwrc.uni.edu. As a reminder, emissions inventories are due May 15, 2025 and as of January 1, 2023 all air emissions reporting is required to be submitted electronically through SLEIS. The only exception is for group 2 grain elevators, concrete batch plants, crushing plants and hot mix asphalt plants that use specialized forms or standardized online spreadsheets for emissions reporting. Forms and spreadsheets may continue to be used.

In addition to one-on-one training, businesses can utilize the tutorials, emissions calculators and other resources the IAEAP has developed and shared at msei.iwrc.uni.edu. Data collected in the MSEI is used by the DNR to track Iowa's progress towards meeting national air quality standards, perform regional and local air pollution dispersion modeling, develop control and maintenance strategies required by the Clean Air Act and identify emission levels and trends throughout the state.
